Hello, we have a sloped garage roof (black in color) and the interior of the garage is showing water leaks.
This roof was recently painted ( i think it's board or vinyl).
Would this type of repairs be under homeowner's policies? The house is about 6 years old.
any advice appreciated.

The exterior roof? Doesn't sound right. Unless you've had storm damage, the roof repair is your nickel. That, of course, assumes that you're mistaken and the builder didn't chintz out and do something really stupid/cheap, in which case you might have some recourse.
First thing is to find out what the roof really is and whether it's leaking or there's some other source for the water. Could be something as simple as a stopped up gutter downspout causing water to backup where it would normally be shed.
