Why not just round the heads of the bolts over with a hammer. Ball peen hammers do wonders. But then again they will just bend them & snap them off & some one will have to figure out how to get the bolts out for replacement.
Thieves are generally lazy and will take the easy route. It is the little things that deter them. Maybe half the houses and cars broken into were unlocked. Little things like this may not stop them but it will make the theft a little less likely.
