Briggs 10hp engine starting issues

I have to close the carb plate located on the opposite end of card from the choke that connects to the governor completely or engine will not start. Then it starts on 1 or 2 pulls. I release the plate arm and all is fine until the next start. How do I get this to work automatic, what is wrong?

That's the throttle plate. Have you inspected the governor mechanism to make sure it's not binding, has some debris gumming up the works? Inspecting it requires removing the recoil housing.
