Our garage is insulated. I would like to know if New Mexico building or the UBC require drywall be installed to cover insulation.

Yep, almost certainly. Check with your Municipality's Building or Zoning Department. Normally, Fire Rated (5/8-inch Type X) drywall is needed. However, you may be able to just install it and not finish it (still prime and paint it), IF you install the sheets parallel to the framing members and back-block the ends. This way, makes the drywall fully air and fire-tight without having to fill or finish the seams.
