Is a new thermostat cheaper than a service call? I'm guessing it's not the thermostat, but, if you know what you are doing, what's the harm?

You have said zero about the air conditioning equipment itself.
Just call a HVAC service.
Perhaps just turn off the power to AC and stat. Maybe things will work correctly when power is restored.
