My husband says that I should plug in a heater to keep the basement warm because of the cold weather to help not freeze pipes. Is this true?

Yes and No. It depends on how cold your basement gets. Normally a basement should not get below 32 degrees. If anything, I would opt to leave a slow steady drip from a faucet rather than have the expense of runniing a electric heater in a basement.
