my neighbour has a condensing boiler, It is a Worcester Bosch and it had a diverter on it until recently, he removed the diverter because it was causing problems with the performance of the boiler. The plume from his vent is directly opposite our back door and the fumes come straight accrooss and into our bungalow I would like to know whether or not these fumes are harmful to our health, we can smell and taste them. He is within the building regs. dimensions, but decided to put the vent directly opposite our door.

That is a co2 gas. It can cause problems and or serious illness or death if inheald in quanity. I would suggest you refer this to your local building / mechanical inspection department. By code it is not to be vented within 10 feet of any window or other opening.
