What to do if a contract wasn't written because it was an insurance claim

Nothing to do other than call the Insurance Company. They're the payer and they won't pay if it isn't done right. If it's a smaller job and you were just sent a check based on an "estimate", then you'd have to call-in the Zoning or Building Inspector. For any additional charges, you call the Insurance Company for more money, unless they already screwed you with a Full and Final Settlement clause on their check or in their accompanying letter and enforce it.
