how do I taper a dowel to fit a spindle chair back that broke

1) Whittle it with a knife. 2) Sand it with sandpaper. 3) File it with a file. 4) Lightly saw a shoulder line around the dowel, then Chisel from the end down to the shoulder. 5) Crimp it with pliers. 6) Put it on a lathe or in a drill to shave, grind or sand it down (pliers work really great here).
