What is the technical name for this circular 220v outlet?

I'm having a bit of a headache with my living room cooling situation. For the last few weeks, my air conditioner has been tripping the fuse almost every day on the standard outlets. My super said I should be using the specialized outlet on the right, wich is currently a mess because the painters covered it in thick paint. He's sending someone to clean it up, but he couldn't acutally tell me what the configuration is called. He mentioned it's a 220-volt setup and uses two fuses paired togather in the basement, but that’s about all I know. I'm trying to shop for a new AC unit that can actually handle the heat, but I have no idea what plug type I'm supposed to be looking for. It’s a round shape compared to the normal three-prong ones next to it. My bedroom has a 20 amp fuse so it handles a bigger unit fine, but the living room only has these lesser outlets plus the mystery round one. Does anyone know the specific NEMA name for this? I want to make sure the amperage matches before I spend the money.

The cheap residential stuff gets brittle after a couple of seasons of high-draw cooling.
