I'm currently working on a school project where I have to identify potential safety hazards at diffrent public facilities, and I ran into a situation I wasn't sure about. There's one of those big Ameron concrete light poles near a walkway that has the metal access panel missing. You can see the internal wiring and all the wire nuts just sitting inside the hollow part of the base, totally open to the air. I’m located in the US and I’m wondering if this is acutally a code violation or just somethig that looks worse than it relly is. It seems like having live connections exposed to rain and people passing by woud be a major issue, but I don't want to report it for my project if it's technically allowed for some reason. Does the NEC require these access compartments to be sealed up, or are the components inside usally rated for that kind of exposure?
Is it normal for a concrete utility pole to have the internal wiring exposed without a cover?

That is absolutely a code violation and a significant safety hazard. Under the NEC, specifically Article 410.30(B), metal poles used to support luminaires are required to have an accessible handhole with a raintight cover. The components you're seeing inside—the wire nuts and the conductors—are not rated for direct exposure to the elements or for being accessible to the general public.
Those wire nuts are likely standard twist-ons that aren't even waterproof. When rain or irrigation water hits those connections, it can cause tracking, arcing, or eventually short out the entire circuit. Even worse, if the grounding connection inside that base is compromised and a hot wire touches the side of that concrete or any metal reinforcement, the entire pole could potentially become energized. It’s a huge liability for whoever owns that property becasue a child or a pet could easily reach in there and make contact with live 120V or 277V wiring.
From a maintenance perspective, these covers often go missing because the steel screws react with the aluminum or brass inserts in the concrete, causing them to seize and snap off when someone tries to open them. You can ussually see the snapped bolts still stuck in the threads. When that happens, lazy technicians sometimes just leave the cover off instead of drilling and tapping a new hole.
You shoud definitely include this in your project as a **High Priority Hazard**. It needs to be reported to the facility's facilities department or the local municipality immediatly. They usually fix these by either drilling out the old screws or using a heavy-duty plastic or metal replacement cover held on by a stainless steel band that wraps around the base of the pole.
See this way too often in grocery store lots. Usually it's scrap thieves lookin' for a quick buck or a mower that clipped it. Biggest worry I've seen isn't just the rain, it's dogs. If a dog marks that pole and hits those wires, it's game over. I've seen it happen and it ain't pretty. Plus, kids love poking sticks into holes like that. It's a massive liability for the owner. If you're reporting it, maybe check if the wires look charred already, 'cause they probably are.
I had to deal with this at my shop last year. Every time it rained hard, the breaker for the parking lot lights whould trip. Spent a whole afternoon chasing it down before I found two poles with the covers missing. The wires were sitting in a puddle of muck at the bottom. I ended up cleaning out the gunk, swapping the standard nuts for the grease-filled waterproof ones, and fabricated some custom plates out of scrap aluminum. Once I bolted those on tight and caulked the top edge, the tripping stopped for good. If you report it, check if the wires look charred or green—that's ussually a sign it’s been sparking for a while.
Oh wow, I didn't even think about dogs or the breaker tripping like that. Since I'm still learning, I'm curious—if the cover is missing, coud the concrete itself acutally become 'live' and shock someone just by them touching the outside of the pole? Or does the electricity stay mostly inside the wires unless you poke somethig in there? I don't know much about how grounding works with concrete versus metal, but this sounds way more dangerous than I first thougt for my project.
This is so cool to learn about! I'm just starting to get into DIY electrical stuff and this thread is making me look at every light pole I walk past now. It's wild that a missing plate can cause so much trouble. Speaking of the pole bases, does anyone know if those big concrete pedestals they sit on are hollow all the way down to the dirt? I've always wondered if the wires just go straight into the ground or if there's some kind of plastic pipe buried inside the concrete that they run trough!
