Finding an outlet buried under ten inches of blown-in insulation is more common than you'd think in newer builds, but it's a massive fire risk you need to fix immediately. I ran into this exact situation in my attic last summer while I was checking on some ductwork. I found a duplex outlet for the HVAC condensate pump completley buried under about a foot of Owens Corning fiberglass. I had a Kasa smart plug in there to monitor the pump, and when I finally dug it out, the plastic casing was noticeably warm to the touch. I tried building the dam using some 1x12 pine scraps I had in the garage. I made a square frame and screwed it directly to the joists to create a clear zone. It worked, but honestly, it was a pain to get it level with all the loose fill falling back in as I worked. If I had to do it again, I’d probly just use a 10-inch section of large diameter PVC pipe or even a plastic bucket with the bottom cut out. It’s alot faster to seat into the insulation than trying to join four pieces of lumber in a cramped crawlspace. The main thing is making sure the dam is high enought. I went a full three inches above the insulation line because that stuff tends to shift when the attic fan kicks on. Ever since I put the enclosure in, the plug stays at room temprature, and I don't have to worry about a dust-clogged connection starting a fire.
I used an old 5-gallon bucket for my attic outlet. I just cut the bottom off and pushed it down thru the cellulose untill it hit the ceiling drywall. It's much sturdier than trying to tape foam board togehter.
One thing I'd add—staple a piece of bright orange flagging tape or a tall stake to the top of the bucket. Last time the insulation guys came through to blow in another six inches, they almost covered my dam entirely. Having a marker sticking up keeps people from accidentally stepping on the hidden outlet or burying it all over again.
I'm a total newbie when it comes to this stuff, so I haven't even peeked into my attic yet to see what's going on. This thread is making me nervous! If I use a plastic bucket or PVC like you mentioned, does it have to be a specific fire-rated material? I don't know much about melting points, and I'd hate for my fix to just be more plastic to melt if things get hot. Update: That 5-gallon bucket idea is a game-changer! I acutally went back up to try it instead of the foam board I originally used, and it feels way more solid.
