Has anyone had any success changing the colour of a plastic toilet cistern by painting? If so, what sort of paint/preparation was necessary? Thanks.

No, but black plastic gutters take black gloss fine without any primer or undercoat. If your cistern is black and you want it white or some other light colour then I suspect that you will need either white primer and undercoat or a couple of coats of gloss to hide the black. If the cistern is shiny black then a rub down with a fine abrasive paper will probably help to give a good key to the first coat of paint.
