i know the top layer is going to be cement but is there any other materials that i should put underneath the cement lie some rocks/stone/gravel? and sand for the middle layer? is that correct?

Not quite.

The top layer may be concrete (not cement). Underneath that will be compacted rocks/stone/gravel/etc. Sand is normally only used one or both sides of a damp proof membane, to stop stones or othe sharp objects puncturing it.
