how do i remove three layers of wallpaper
the first two seem simple but the third one seems to be stuck permanently

Sure that is wallpaper and not the outer layer of the plasterboard?
If it is so well stuck, why do you want to remove it?
You obviously have got the hang of wallpaper removal, unless the first two layers just fell off - it is a case of sticking at it, steaming, scraping, steaming again...(Getting pneumonia, dying and not worrying about wallpaper any more...)
