What should the depth of the footing for a cinder block fence be?

You'd normally call this structure a wall, not a fence. Given that it likely requires a permit to erect, is very expensive and if you screw up the footing and it topples, there may be disastrous consequences, are you sure you want to DIY this thing? I am not being dismissive of your masonry skills, and I'm usually all for DIY whenever it makes sense, but this seems like quite an undertaking. Seriously, might want to have a professional mason involved (unless you are one, of course).

Anyway, my crass comment about DIYing the wall aside, how long will the wall be? What kind of soil is this?

Of course there are professionals. People should not even fill up their cars without calling a professional. There could be a spark (static electricity), setting the entire gas station on fire, 10 cars explode, people die, the one who failed to call a professional fueler could go to jail, lose everything. I agree: Always call a professional and don't forget to put on your safety goggles before turning on your PC.... the monitor could explode.....
