The city is finally installing new traffic lights on my corner, but the concrete work looks like a total mess. They poured it around a bunch of vertical PVC pipes and it’s basically oozing everywhere. There’s concrete residue all over the existing pavement and even on the grass nearby. I know the wooden forms are still in place, but the finish is incredibly lumpy and doesn't look level at all. I’m no expert but I’ve seen enought sidewalks poured to know this looks off. The dirt around the site is all torn up and they’ve got those little yellow utility flags scattered around, wich is fine, but the actual slab is just rough. Is this just a "rough-in" phase where they fix it later, or did the crew just do a hack job and leave? I'm worried it's going to cure like this and stay an eyesore. Does the city usally come back to grind this down or add a top coat once the poles are actually bolted down? I'd hate to think this is what they consider a finished job for the neighborhood.

That mess is almost certainly the result of the crew hitting groundwater while they were drilling the shaft. Traffic signal foundations aren't like sidewalk slabs; they usually go down 15 to 25 feet. When the hole fills with water, the concrete has to be pumped in from the bottom using a tremie pipe to displace the water upward. If they didn't do it perfectly, or if the mix was too wet, you end up with a soupy, lumpy disaster at the surface.
What you’re seeing at the top is likely a mix of silt, water, and weak concrete called laitance. It looks like absolute garbage becasue it basially is. Usually, a decent crew will over-pour the hole to get all that junk out, then shovel off the excess untill they hit the good, structural stuff. If it's oozing everywhere, they probably just walked away once the hole was full and figured they’d deal with the cleanup later. The vertical PVC pipes are just conduits for the electrical runs. Those always look a bit chaotic until the actual pole base is set. And don't worry too much about the slab being unlevel right now. Most of these designs use leveling nuts on the anchor bolts. The pole doesn't actually sit flush on that rough concrete; it sits on nuts that are adjusted to make the pole perfectly vertical, and then they pack non-shrink grout into the gap later to hide the mess. But honestly, leaving concrete residue all over the grass and existing pavement is just lazy work. That’s not a phase of construction; that’s just a crew that doesn't care about housekeeping. They’ll likely have to bring a skid steer back in to rip up the top few inches of dirt and re-grade everything before they finish the project, but it’s still a hack way to leave a job site in a residential area. If the finish on the actual structural base is that bad, it's a sign they were rushing the pour.
I’m wondering if all that lumpy stuff on top will just start flaking and peeling once winter hits. If that 'laitance' is as weak as it looks, will it even be able to hold the weight of the pole or the grout they put on top? I’d hate to see the city finish the job only for the base to start crumbling into chunks in a year or two becasue they were too lazy to clean the pour while it was still wet. Is there even a way for them to fix it after it's alredy hardened, or are we just stuck with a structural disaster?
Seen this before when the crew is chasing a deadline. That top layer of junk is a nightmare to fix once it hits 4000 psi. If they don't chip that surface off while it's still 'green,' they’ll be out there with a jackhammer later becuase no grout is gonna bond to that crusty soup. Keep an eye out for an inspector taking core samples. If the mix was as wet as it looks, it might not even hit the required strength. If the city catches it, they'll likely force a demo of the top foot and a repour before the pole even arrives.
Check the threads on those big anchor bolts if you can get close enugh. If they didn't wrap them in tape or put caps on, and they let that slurry dry on the threads, they’re in for a world of hurt when they try to spin the leveling nuts later. I've seen guys out there for hours with wire brushes just trying to clear enough gunk to get the pole seated. If they were that sloppy with the pour, I'd bet money they didn't protect the hardware either. It's a classic sign of a "not my problem" attitude on a municipal job.
Keep an eye on the spacing between those anchor bolts and the conduits too. I’ve seen crews get sloppy with the plywood template, and if those bolts shifted even half an inch while that slurry was settling, the pole base won’t even drop on. If they’re alredy being lazy with the cleanup, there’s a good chance they didn’t double-check the alignment after the pour started pushing things around. If they have to drill-and-epoxy new anchors beacuse the original ones are skewed, that's where the real structural headaches start. It’s alot harder to fix a bad bolt pattern than it is to grind down some lumpy laitance.
