I have started to remove what I though was wallpaper that had been painted over. Underneath the white latex paint is another color. Slightly reddish, but also seems like latex paint. Under that is paper like you expect behind wallpaper. After I tried to remove the paper, I saw what looks like barely painted wall. Almost one stroke type painted. I tried to remove that but under it is just cardboard. Also while trying to remove some of top layers, it just strips straight to the cardboard. Any ideas? This is really frustrating and I am seeing the same stuff in the other bathroom, but not any other rooms of the house. House was built 1972. [IMG]

That is strange. I've only seen it in a couple of old mobilehomes I gutted and drywalled last century. Cut your losses and skim coat the wall with joint compound to get it back to solid and smooth. Or, rip it out and replace it with drywall or cement-board (what should go in any bathroom...not powderoom). Any seams that made you think it was wallpaper can be scraped off and flush with a razor blade scraper or touched-up with joint compound.
