I just moved into a place with a stacked washer and dryer setup and I'm already dealing with a massive headache. An electrician came out and told me the outlet and the house wiring are totally fine, but when the appliance tech showed up, we found that the lines were touching the dryer vent. He thinks there's some kind of stray current jumping from the vent to the hoses, but when he tested the vent pipe itself, it didn't show any voltage at all. I'm starting to think the issue is actualy inside the machine, maybe a bad ground leaking power to the chassis. The reason your electrician didn't find anything at the outlet is likely becuase he just checked for 240V and moved on. You need to look at the **terminal block** on the back of the dryer where the power cord connects. If you have a 4-prong cord but the internal grounding strap is still connected to the neutral terminal, you're essentially sending return current trough the machine's frame.
