Are new refrigerant lines needed when putting in new central AC when the old system was installed in 1992

Yes, A complete new system is required inside and outside. The old system used Refrigerant 22. The new system will be Refrigerant 410A and operates at higher pressures and also uses different oil in the compressor. The old lines most likely are not the correct size for the new system.
