Two-way soundproofing?

What are the best methods of two-way soundproofing, ie to stop sounds going in or out?

Soundproofing is by its very nature two-way. It is very difficult to achieve one-way sound proofing.

If you had to soundproof the inside of a dome, inside a busy city, and you want to keep out the sounds of the buses, and keep in the sounds of the orchestra. what method would you recommend?

Not using up too much space is more important than saving money.

How big is the dome, and what is it made of?

Lots of concrete and air conditioning.

Then get in some pro sound engineers and woirk to eliminate and control the reflections off the dome.

18 metres in diameter, 6 or 7 high.

What would you suggest?

As TNP said, concrete - sound waves are stopped best using something dense - the energy is dissipated as the sound waves try to make the concrete oscillate.

The problem with that is that the interior will be acoustically awful, and you'll have to work hard at making it sound nice.

Not too hard. Domes can be made to sound very good..you need a fair bit of reverb. for an orchestra. Just not too much.
