Putting a closed toilet cistern together all thats in the box is the bolts to fix together and a large foam ring about an inch thick
Is that all I put between cistern and bowl? seems a bit deficient

Has worked perfectly on all the toilets I've installed.
works on great on mine as there is very little water pressure its all you need
Seem to remember mine was more of a rubber donut than a foam ring.

some are donuts, some foam rings. Only problem with the latter is if they get squashed e.g. in transit they stay squashed and leak - the foam doesn't seem to recover its original shape.
I replaced a foam washer with a rubber donut, because the foam one leaked slightly, but it doesn't "squash" enough so the cistern rocks on the pan. When I get a tuit I'll put a foam one back. Suppose it's a case of use what it comes with... :)
