When I bought my 46-700 delta in 1995 ($468), it came with a bonus wooden boxed set of
8 delta turning tools (parting, three gouges, two skew chisels, scrapers).Middling quality HSS, retailed for $68 at the time.
The mini turning tools may turn out to be a cheap set of carving chisels, or may be top-of-the-line - not enough information in the OP.
The most current price on a used 46-700, at least when last sold as used on Amazon:
Sure, but without knowing what's really for sale, declaring $700 to be "way too much" is asinine.
