If worried about dry rot, flashing can be installed. Usually the roof overhang, which is an important aspect of standard house construction protects the siding, windows, and lower deck attachment. Attaching to concrete with good quality pressure treated wood, is ok. It is a problem when those attach to wood siding and leave no space on the ledger and it gets wet and dry, and sun and rain...... john
