If it's always been hard to raise, then it was installed incorrectly and was pinched. If the problem is recent, then you need new Support Balances. Support Balances are what carries the weight of the window sash to make it easy to operate. They can range from gas-charged pistons to springs to coils to spiral screws to block and tackle. You'll need to contact the window manufacturer or an experienced Handyman.
