Whilst swapping my main CU, I am considering having a separate isolator switch so the service fuse will only have to be pulled once. Do the same rules regarding fire suppression apply as to a CU, all metal construction and suitable glands for the tails?

This isn't a direct answer from the regs but ... Western Power fitted one here in 2017 - it's plastic, but does have two hex screws on each termination.
Henleys are still plastic too.

No. The wording says "consumer units and other similar switchgear assemblies shall be...--- non-combustible."
An isolator is not a consumer unit, and a debate on the IET site concluded a 2 pole isolator on its own is not 'similar switchgear'
Thermosetting, and will not support a flame though.
Sometime soon I'm going to set fire to a leftover BG plastic consumer unit just to see if it supports combustion.
Not sure if I'll be able to get a refund from Screwfix if it does.
