To quote from BS 7671, said space is:
"Zone 1 if the space is accessible without the use of a tool."
and
"Spaces under the bath, accessible only with the use of a tool are outside the zones."
Don't forget the requirements for any accessible controls, though.
The space under the bath is in zone 1 if that space is accessible without using a tool. If you need to use a tool to get at the space under a bath then it is outside the zones.
Well the presence of a grill or similar heat outlet means that the heater would probably be classed as being in zone 1. This means that the appliance would have to be designed for such a location and that the supply must be fed through a 30ma RCD as per the regulations.
The control switch would have to be somewhere else though.
