Ventilating Disused Chimney with Flexible Flue Liner

I've installed an airbrick in the base of a disused chimney that contains a flexible flue liner.



Do I need to temporarily remove the cowling and permanently remove the closure plate, then either take out or drop down the liner to get an airflow through the chimney?
