I was behind a typical teenager's Peugot yesterday - It had all the trappings - lowered seats (why do they like to sit forward and not get the support of the backrest?) What caught my eye was a rubber tube emerging below the tailgate and going into a pipe that seemed to be fitted into the tailpipe about 6 inches from the end. I was almost expecting smoke effects. Any ideas what it could be. Some of the mods on the car looked quite well done.

Did it have go-faster stripes, artificial knock-off hubcaps, those clips on the bonnet to stop it opening at 200mph? Was the driving wearing Paddy Hopkirk racing gloves?

Paddy Hopkirk was a RALLY driver - not a racing driver.
It always was for spurious pose value.
Chinese drivers wear white gloves. They don't know why, it's just the way it's done.
They're not white gloves. The Chinese roads are so terrifying they're white knuckles!

My FIL does wear driving gloves - 76 now I think and has always worn them AFAICR
So do Tokyo taxi drivers.
When I worked there in 1988-89, several of us were in a taxi in Shanghai, when a bus behind failed to stop, and hit the taxi's rear bumper. Both drivers were reported for careless driving.
A colleague once bet his taxi driver that he could not complete the journey without losing his horn. The driver lost the bet.
Make that 'using his horn'. It's Monday!
Its their overtaking that scares the S**t out of me. Particularly down the hard shoulder of motorways!

Are they the pukka string back type ?
ISTR performance cars had wooden steering wheels which tended to get slippery with perspiration, hence the gloves.

Plastic wheels also suffered the same problem.
