Will that lift to prime?
In really ancient Morris Minors like my 1961 Traveller the pump was on the bulkhead alongside the engine but later it was moved low down by the tank, as it was on Minis. Perhaps that was because they didn't suck very well?

On my HRG, the pump is high on the bulkhead, a good foot or more above the top of the tank, which is behind the seats. It primes fine after the tank is emptied and then partially refilled. More than that, I cannot say.
