Why isn't the water heater switched on by the same mechanism that switched the rate? It did when I lived in a place with Economy 7: the tank had two immersion heaters: the top one on a ring main, and the bottom one on the same circuit as the storage heater. (There was a time switch with a clockwork reserve.)

The water heater is part of the heat pump system.

My Economy 7 just changes the charging rate, it's all the same wiring. I have to use separate timers to make good use of it overnight.
