I am looking for some shims / washers.
I need 30mm hole, and 50 - 70mm overall size.
Any ideas on whet yo buy these, or is it best to start cutting up baked bean cans ?

Alternatively, buy a sheet of thin steel from your local car spares shop and cut your washers to size with a jig saw and / or tin snips

You can put a step drill through mudguard washers (e.g. ~M10) to acheive this - but the drill won't last very long.
