I assume what?s being referred to is a motorhome?s waste tank (under the floor of the motorhome) rather than a true septic tank.
I think the story is an urban legend though. Motorhomes often have fresh water tank fillers that look a bit like fuel tank caps but grey water (or toilet waste) drain taps could not be mistaken for fuel fillers.
Canal boats however DO have waste tanks with stoppers almost identical to their fuel tank fillers (a screw in brass plug).

They do in Belgium. There they require a septic tank on every home or building and the water going into the drains is just the non-solids.
It means that homeowners who put stupid things down the toilet have to pay big money to have their septic tank pumped out. Didn't have any problems with ours when we lived there. You just have to be a bit careful with not using bleach and things that might stall it.
How do you 'syphon' anything from a tank that is below ground ?.

No. Solids rot down pretty quickly if you manage it properly.
Ours ran for 5 years without any difficulty. We had to pay to have it pumped out at the end of the lease but it was very well behaved. (condition of the lease not because it needed doing - it didn't)

In Australia mine is a tank that overflows into an absorption trench and every year I have to pay a fee "to operate a sewage treatment works"
