Roof tile "edge clamps" ?

Question

Big gust the other night lifted the edge tiles from a section of our roof. The mortar looks original so really needs re-doing but is there anything that can be used to somehow clamp the tiles to the underside of the edge of the roof?

Our next door neighbour has lead flashing folded down over the tiles presumably to stop this problem. (his is the only house out of the surrounding 6 or 7 that shows no signs of tile lifting.

can't find anything along the lines of what I'm after, but there must be something out there.
