Assuming the lead was correct and the VAX is supposed to be earthed, you can't change it for a non-earthed lead - the appliance will not be protected against electrocuting you or whoever is using it.

If the VAX is marked double-insulated (two squares, one inside the other), then it isn't meant to be earthed and should only have a 2-core lead, and the 3-core lead isn't original.

You need a 3 core lead

Why did you buy the wire before you looked at what sort of wire it was. One has to assume that it has an earth due to having exposed metal parts. If that is the case then you need to get new wire of the right type. I have a couple of drills, one has three core the other two, the one with two claims to be double insulated. Brian

I do wonder what happened to the old lead. Seems a bit odd as the leads are pretty sturdy on those machines. Is it a wet and dry model? Brian

I had to fail a Henry on a PAT test becaue the cable outer sheath was damaged. I suspect it got trapped in a door.

Flex damage is a frequent failure point on PAT testing vacs.
