The handle on the street site of our one-piece metal front door is working
loose. The only screws are on the inside of the door.Can I remove them and tighten up the outside handle, or is it a case of rivets working loose?

You'll probably find that the bolts on the inside are actually holding the outside part of the handle in place. This is done for security so no one can loosen the outside handle and get in. Try tightening the screws on the inside and should pull the outside back into place tight for you.
