Query re fitting hearth panel and back

I have bought a cheapo hearth panel and back panel from B&Q in this Marfil marble effect. When fitting it, should the back panel sit on top of the hearth panel or behind it with the hearth panel pushed against it ?

The display unit seems to have it sitting on top, but it seems to be a heavy weight to be fitted that way. (Needles to say - no instructions with it).

Think of water running down the surface of the back and ending up on the floor behind the hearth, not what you want is it. The back always sits on top of the hearth.
