Prisoner with belt/strap

In a 1990 drama (Trial and Retribution) a prisoner serving time for murder, was fitted with a clip on belt and over the shoulder strap, to be interviewed by his solicitor un-supervised. The belt was thin, multi-coloured and seemed to include an sticking out black antenna. What was that all about?

Graham. presented the following explanation :

It was a narrow strap, similar to the dayglo things I have seen cyclists wear (except rainbow coloured), with one of those plastic buckles, no lock and I couldn't see any sign of electronics, just a possible antenna sticking straight out from the belly button area on the strap. It was fitted by a warder each time he entered the interview room.

Having worked on one of the longest running TV cop series at that time, don't remember ever seeing anything like that. And they were pretty hot on police procedure.
