It appears to have a water tank feeding down to two paint rollers which are powered by a motor.Could this be DIY re-purposed as a powered paint machine? :)

Probably not as it would need some pump device to push out the paint on the rollers, either that or you would have to constantly roller a horizontal surface to load up the rollers to apply to a wall or ceiling.
