Are these available anywhere cheap?
do you mean these things:
Maplins were charging last time I was there.
Or buy the same thing from CPC, part number PL09564 £17.57 inc VAT (or on offer for £16.98 inc VAT until 4th May as part number PL0956404). If you want 10 of them, they drop to £11.35+VAT each.
If you're willing to wait they appear in Lidl/Aldi for around a tenner (IIRC) from time to time...

Think I saw them in my local B&Q this morning for £10.
I got one from B&Q a couple of weeks ago for that much.
I'm not sure how good they are at measuring very small currents; so checking the cost of running mobile phone chargers may be beyond them. The Maplins one claims to draw up to 20W, so I guess that's a reason why small currents are not practical to measure.
my maplins one says nowt is happening when a nokia phone charger with phone is plugged in through it.
electric meter without being outside or mildly complicated to read. My gran doesn't know how to read her meter and is convinced that it's being meddled with...

Not for a tenner. 50 quid and up for a decent recon spinning disk meter or 100 quid or so and up for a decent digital meter. Add to that associated costs of correctly fitting them.

Depends what you want to do with it. Does seem quite cheap, although I've not bought any meters for a few years but for measuring electricity I can't see there'd be any major problems.
