This suggests an environment with fairly frequent inspection and testing, so a tester that displays actual values rather than a simple pass/fail would be better (they are usually better anyway...) as this can show a gradual deterioration in insulation and provide an early warning of a tool in poor condition.
Obviously it needs to do 110V appliances but it might be handy if it can run from 110V supply as well, to enable in-situ inspection and testing of appliances in 110V-only locations.
The tester itself needs a current calibration certificate (as well as being tested...) and the person doing the testing should be qualified with teh relevant C&G certificates for carrying out testing and managing an inspection and test ewgime.

Owain laid this down on his screen :
Entry in the 'Visitors Sign In' sheet, in the reason for visit column...
'Pack Testing'.
So he wants a portable appliance tester tester? :-)
It should be called a PA tester or a PAT.
