given the credit crunch , would it not be a good idea to scrap part P and save the councils money, OR at least remove the need for all work to be inspected. They could make it like Corgi, if you don't charge you don't need to be registered.
This is too vague, the best you could get is 'we will set up a committee to consider the options etc raised' this will take a good 5 years and probably never finish.
A clear statement would be much more effective.
