Painting silicone-treated surfaces

Many silicone-treated surfaces do not accept paint, at least not water-based paint (not sure about oil-based paint). Is there anything I can treat a silicone surface to make it wettable by a water-based paint?

afaik no. There may be some specialist primer out there somewhere.

Otherwise, you could research how theatrical make-up artists paint silicone prosthetics.

Some youtube videos suggest that putting a non-silicon caulking over the top allows painting.
