Yes, but this is a button you can push immediately before plugging in the appliance.

But there is no easy way of connecting the existing SWA to that.

I believe that that is just an extension lead on a spike with a 13A plug on it.

Yup a proper wall mount outdoor socket on your own post/spike would be a better bet IMHO.
