I submitted the application through the planning portal so it has to be some digital format. They appear to accept a range!
If the copied plans turn out OK I can ask if paper copies will do. I rather assumed it must be one format or the other for convenience of communication around the planning dept.

You would probably have to adjust the scanning software to get a good scan to start with.

The multi-national Staples decided they didn't want physical stores in the UK any more, but they still run the staples.co.uk website, the UK staples stores were flogged off to Hilco (of Maplin and Homebase fame) who renamed them to Office Outlet.
It might be able to do the job, depending on how bad it is. However you could certainly "draw over" the existing plan as a guide. Once you have all the detail captured in new layers as vector lines etc, you can simply drop the bitmap layer.

I'd look at finding a local company with a large scanner. Adjusting the settings will probably clean it up a lot and you can edit the resulting file with Photoshop, GIMP or the like.
If you know anyone with CAD facilities, they can import the scan as a raster file, draw on top and then hide the scan. It may even be possible to use raster to vector conversion software, depending how good the scan result is, to automate some of the manual work.

The planning office have now explained that the jpeg I submitted is not acceptable because they need reliable scaling. They kindly volunteered to copy my existing sepia version!
Over the weekend, I will carefully pencil in the doubtful detail and then take it to a local plan copier who may, as you say, be able to tidy it further.
Anything to avoid those decorating steps?
Actually local planning are being helpful so I think a tidied up copy of the original will be fine.
I decided to use the planning portal to avoid the number of copies required for a postal application without appreciating my inability to scan anything bigger than A4:-)

As I said I would cut it into A4 pieces, scan them, reassemble them, adjust the gamma to get as much of the detail as possible back, and Corel Trace the thing to get a near enough vector and then replace and refine what was left.
Then spit out a PDF.
Its about 4 hours work.
I'm surprised that they recommend JPEGs and the lines would be fuzzy due to the lossy compression.
A few obvious ones missing as well, like dxf, or svg
They dont accept vector grap[hicxs.
Normally PDF is perferred because its alwasy 100% scale and it can be lines text and images all together.
They accept HPGL which is a vector format. PDFs can also contain pure vector images.
