I see that (from next month?) Wago are doing an inline version of their 221 series connectors.

They're just catching up with what the chinese clones have made for a while ... not sure why they don't do 2/3/4/5 way versions, instead of the slightly clumsy looking "carriers"?

Possibly the chinese versions don't have the insulation voltage rating nor the required vibration specifications??? The existing 221 have to be fitted in the wago box with the correct compartments or in the older wago boxes with an additional insert to meet the latter spec.

Any number of electrical items have line and neutral close together - everything with a screw terminal for example. I'd be very surprised if they don't meet insulation requirements, although maybe Wago's choice of transparent plastic isn't the best.

On vibration, it just needs a box with suitable clamps for the cables and the terminals. Wago will supply a carrier for these, but not a box, so you then need a separate box.

Always seemed to me that Wago want to push you into buying three connectors and a box where a single item would do. A simple junction box with clamps instead of screw terminals couldn't be that hard, could it?

yes I'd have thought that (with or without the blue/brown/yellow colours) was a pretty obvious variation, whether for permanent join, or as a poor man's cliff quicktest ...
