All calls including registration are auto logged. By using the formulae Distance / Time = Speed where distance is the distance between BS and time is the interval between registration of the handset then the speed travelled between the two is known.
Call logs from Mobile Networks have been used in prosecutions to prove and disprove statements successfully. I have been told that there have been prosecutions for Traffic Offences using network logs but that is a rare occurance since it does cost a lot.

I think he means that you have to prove that the phone owner was driving. He could have been riding shotgun for an untraceable friend (sans mobile) who he is unwilling to dob in.

Also you could be anywhere within the base station's "cell". You can't work anything out just from knowing which cell the phone is registered with. The only thing you can say is that the phone is somewhere within that cell area, and that information has been used in some cases.
If the base stations record tx/rx timing info, as some have suggested, this would give you the distance between the base station and the mobile which would allow you to triangulate a position if several base stations were in contact. I doubt this information is logged though.

I don't know the current status, but there was a case in the Court of Appeal recently: A driver identified himself to the police by filling in the form, but he hadn't signed it. Therefore it was not admissible as evidence in court and so the police couldn't prove he was driving. IYSWIM.

The position cannot be monitored while the phone is off, but if you switch the phone off normally, it will send a signal to the base station first. If you pull the battery, it won't. I seem to remember something in the Huntley case that was mentioned this, which may be where you heard it.

Yup, as recently shown by the desperate pleading of the Jag driver whose appeal was dismissed. Plus there also this: "a person?s refusal to provide:
- Particulars and information in accordance with a statutory requirement, eg under the Road Traffic Act 1988, may amount to an offence or may make the person liable to a further arrest"
No it is not true. Without any form of power there is no way for it to respond to questioning.
