The p.c. I used for a wind/flyscreen is stil crystal clear after more than a decade and it had no discernable coating on either side.

Polycarbonate will start to go cloudy after about a year of exposure to sunlight unless it has been UV stabilised. A visual inspection won't tell you whether it has been coated or not.

True.
Toughen glass can't be cut. It has to be cut first and toughened afterwards by heating and chilling.

glass can be cut but you have to score both sides.
