You can get 10mm spacer frames designed to sit between a backbox and the accessory to allow a bit more wiring space. You could just stack a couple of those to create your shallow box.

I think I would make up a template to guide a router, and hollow out the panel to a depth of say 10mm, then fit your socket into that hollow using a couple of:

It wouldn't have a back then though would it? The whole point is that the back of the socket needs to be covered to be safe as it will be either in a storage cupboard or even in the next 'room'.
I think in the end it would be simpler just to make the whole box myself. Lengths of, say, 16 x 8 mm wood for the sides and a bit of
6mm plywood for the back.
Hmm, the panels are a variety of thicknesses, the obvious ones I can think of at the moment (this is all on a boat in France) are only 10mm thick so it's hardly work hollowing them out.
Also I want the sockets to be as flush as possible and probably brass or bronze finish.
The one's I'm particularly thinking of are to be mounted in the under seat storage space, sockets facing out into the leg space (so you want them as flush as possible) and backs inside the storage space (so need to be safe to store things around).

You used to be able to buy surrounds or finger plates that fitted between the box and the switch-plate, with a neon to light it. However, they no longer work, as they relied upon obtaining a neutral through the switched off filament lamp. LED lamps don't conduct enough when off.
