Are you sure that this applies to all papers *held* by the council, or only to those which *they* generate?
Go and ask them. They don't bite!
AFAIK the FOI applies to all papers held and in any case they are part of the documentation of the Council. Having said that there is enormous confusion as to the exemptions etc. and I suspect that "Sir Humphrey" attitudes still prevail amongst many civil servants!

I think I replied addressing this point in a previous post. You have a long span purlin which may need _structural_ calcs. I advised you to put a size down on your plans, but you do not necessarily need to submit calcs just yet. If the BCO checking the plans asks for them, you will need to submit them at that time.
